2fa recaptcha error

Steps to Reproduce

1. I log into my account
2. The verification code screen from the 2FA extension (https://github.com/imorland/flarum-ext-twofactor) appears
3. I enter the verification code, but it gets accepted without requiring reCAPTCHA verification

Environment

• Flarum version: 1.8.10
• Extension version: 1.3.4
• Website URL: http://example.com
• Webserver: nginx
• Hosting environment: vps
• PHP version: 8.3.20
• Browser: brave

Current 2.x behavior seems desirable: captcha for username/password flow is required (error does not appear properly; imorland/flarum-ext-twofactor#51) but not for 2FA code. Personally, I think this is good -- the captcha does appear for 2FA but is not validated; would have to be removed visually from the verification code screen.
