If part_fan_tachometer.cfg is included, hotend_fan checks are automatically enabled

Describe the bug and expected behavior

If config/hardware/fans/part_fan_tachometer.cfg is included, hotend_fan checks are automatically enabled.
I have part_fan with a tachometer in my build, but hotend_fan has no tachometer. Which in turn generates an error in the _HOTEND_FAN_CHECK macro, which is connected via config/hardware/fans/part_fan_tachometer.cfg (via macros/helpers/tachometer_check.cfg file).

I think a possible solution is to separate macro settings for part_fan and for hotend_fan in macros/helpers/tachometer_check.cfg.

Ok, I found a line in PRINT_START to enable the hotend check,

    {% if hotend_fan_tach_enabled %}
        UPDATE_DELAYED_GCODE ID=_BACKGROUND_HOTEND_TACHO_CHECK DURATION=1
    {% endif %}

I am confused by the error that says about Hotend fan stoppage detected . I think it should be Part fan stoppage detected.
