No selected style for checkbox / toggles
Description
If you use the keyboard a lot to navigate a form, you may find that when you navigate a form with a toggle / checkbox there is not any visible style to see the selection.
We should probably add some style to ensure we can see a selection on a toggle.
There is a very subtle highlight - but if the toggle is already enabled - it is not visible really. We should experiment to see if we can make this easier to see w/out making it look too ugly.
