Audit Admin UI behavior for asynchronously deleted elements

Description

When an application, tenant, etc is removed on one Admin UI page, but another open page still displays the record, FusionAuth behaves inconsistently re: messaging and errors on that second page (which as a "ghost" or previously deleted application, entity, user, etc).

This issue is to ensure consistent behavior across entities, applications, tenants, etc
