Allow AWS WAF settings to be configurable in FusionAuth Cloud Portal
Problem
We have customers with many users behind a proxy, meaning many requests originate from same IP Address for all users behind the proxy. Such customers are frequently hitting the AWS WAF Captcha check. The captcha check UI is not consistent with our branding so it is often confusing to customers (we've been getting support tickets).
Solution
Rate limiting is currently hard-coded. We would like our cloud team to be able to change these settings to meet the needs of customers with large number of users behind a proxy.
