Allow a Simple Theme to customize page titles

Problem

Using a simple theme, event with branding turned off (the footer option under misc config), the title page still shows the FusionAuth Brand. This should be modifiable via the message bundle or some other mechanism

Solution

Allow the customer to adjust the title of the webpage, which is typically exposed in our Advanced Theme Editor under the helpers file.

An alternative implementation would be to change Display Footer to Display FusionAuth branding in the simple themes editor and remove the FusionAuth text in any page titles when that is switched off.

@jessicafedin there is no way to do this in simple themes until this issue is addressed.

For guidance in doing this with advanced themes, I'd suggest opening a support ticket if you have a plan with support or posting in the forum, which is where the community support happens.
