Support RSA Hardware Tokens as a 2FA method

Problem

RSA SecureID tokens requires the RADIUS networking protocol to handle two-factor authentication requests. FusionAuth currently is not a compatible RADIUS client.

Solution

Integrate FusionAuth as a compatible RADIUS client.

Alternatives/workarounds

RSA supports a Cloud Authentication Service that should work with third-party SSO providers such as FusionAuth via SAML or OIDC. However, FusionAuth would be the relying party (SP) in this scenario, and would not address use cases where customers require FusionAuth to act as the IdP for RADIUS prompts.
