[Bug]: The known device cookie is not created during a slow migration using a connector

What happened?

During a slow migration of a user using a generic or LDAP connector, the known device cookie is not created. The new device webhook and new device email are still invoked if configured.

After the user has been migrated, the next time they login the new device webhook and new device email would be invoked again and the know device cookie is created.

Therefore, two new device emails and two new device webhooks are invoked when only one of each should be invoked.
