Allow LDAP User to change password through FusionAuth

Problem

Currently, if a customer with LDAP is trying to use FusionAuth for their user authentication endpoint, they also must have an external process to allow users to change their passwords whenever required.

Solution

In conjunction with #992 this feature would allow for a LDAP user to be forced to change their password upon authenticating if required by the LDAP Server.

I think #895 is distinct focusing on migration... this was part two of #992 which you asked me to create the issues from the community forum from last week.

What @ruckc said, this is about using LDAP as a "forever" backend for FusionAuth. Significant overlap with #895 though.
