Add support for Github issue types

Motivation

It would be good to migrate the "bug" and "enhancement" labels to use the new Github issue types instead.

Desired functionality

Replace the labels "bug" and "enhancement" with the "bug" and "feature" issue types, both in templates and in existing issues.
