Missing ssh config creation step in README

When executing the all-full-install playbook, i encountered an error due to a missing SSH config in /build-artifacts/. Creating a build_artifacts/ssh_config based on the output of the previously executed scripts/cloud/create-cloud-gce-baseline.sh fixes this, but this step is not mentioned in the README.
