Topic definition should be gained from a request to the Service

Currently we can run into the issue of updating the filter definition of a topic in the service, while the frontend still displays the old definition - we could solve that by automatically generating the filter text based on the logical definition in the service. Then that filter text could be requested as an API endpoint.
