[SPIKE] Flag differences between PDF and SF-SAC

Spike to revisit flagging differences between the PDF audit report and SF-SAC. The two following use cases have been identified:

As an auditor certifying official I need to know if there are discrepancies between the PDF Audit Report and SF-SAC prior to submission so that I can make any necessary corrections to ensure alignment prior to submission.

As an oversight official I need to know if there are discrepancies between the PDF Audit Report and SF-SAC that have been submitted so that I can more easily do oversight.

The following is part of this spike:

1. Research into how the system can flag these differences.
2. Determine the accuracy of flagging the differences.
3. Determine the impact to the system as a whole.
4. Identify any additional resources that may be required.
