Move DCAT-US3.0 in inventory to git sub-module

Related to https://github.com/GSA/data.gov/issues/6165. The goal of this task is to remove vendored DCAT-US v3.0 files from the inventory app and pull those files from [this repository](https://github.com/GSA/dcat-us) by way of a git sub-module.
