Context

• Fix the frontend for the admin notification creation as seen here.
• Frontend is already created but just vibe coded so feel free to scrap all of that and implement the design, backend hookup should be there so base it on that.
• Get to the frontend by going to settings and then notifications in the side bar

Acceptance Criteria

• Do the above frontend with proper design as based on the Figma
