Create Dev Container Image

Create a Dockerfile for development that integrates with VSCode (DevContainer).
The image must include all necessary packages for development and for Wilson to run locally.

• DoD 1 - Link to container manifest in the project's README.
• DoD 2 - Development README (image maintenance, VSCode integration & usage).
• DoD 3 - Integrate GitHub user within image.
• DoD 4 - Wilson runs within the container.

NOTE: This image will be used for development and integrations to host Wilson locally and not for production use.
