Weapons should instead have a defined firing arc in which they can target an enemy. Chance to hit should depend on the target info gathering (sensors vs enemy visibility), evasiveness (mobility dependent, penalizes mass), targeting computer stats, and angle of attack.
Weapons such as shotguns and guided missiles should have their own mechanics for determining hit probability.
