Update poetry, python, and get a passing build

Describe the bug

This code has not been updated in a long time. Poetry and Python need to be updated so that further improvements can be made to Gatorgrader in the furture.

To Reproduce

Steps to reproduce the behavior:

1. Fork the repository
2. Enable Github actions on Github
3. Push to see the current build

Expected behavior

What should happen is that you should see a failing build after you push to Github Actions.
