The layers settings for internal layers are using the wrong component

Describe the bug

The selectedLayer monitored state in localConfig.json has been removed in #1661 and without this configuration the custom LayerSettings plugin is always disabled.

Expected Behavior

When clicking on a dataset with uploaded inside GeoNode the LayerSettings plugin should be used instead of TOCItemsSettings plugin.

Steps to Reproduce the Problem

1. open a map with an internal layer
2. open table of contents and click on the layer
3. click on the wrench icon in the toolbar
4. the LayerSettings plugin should be visible
