Hide MapStore layer settings from the TOC when viewing the single dataset

Layer settings are not serialized from the dataset detail view, so having the settings in this context is misleading.
@allyoucanmap I know that a new TOC component should be designed (and probably it will be done for the master branch). Meanwhile which options do we have to hide these two tabs (and the floppy icon)?
