User profiles with hidden follows/followers says "No Followers" and "This user doesn't follow anyone yet" despite the counts #1614

Describe the bug
When visiting a user profile where the user has made their list of followers private, Tuba will show the "Following" and "Followers" count numbers, but when you click them Tuba will give you a nonsensical "This user doesn't follow anyone yet" or "No Followers" label.
In comparison, Mastodon's UI instead says, "This user has chosen to not make this information available".
