Chunk loading problem

Describe the bug

First issue:
Opening a setting menu without doing anything else makes the chunk unable to load, with an error message of "Chunk still loading. You may encounter some mild peformance issues".

Second issue:
Riding a minecart stops new chunks from generating

To Reproduce

First issue:

1. Open settings
2. Close the settings menu
3. The chunks near player no longer generate. When you walk straight in any direction, the chunk no longer generate and you will get an error message of "Chunk still loading. You may encounter some mild peformance issues".

Second issue:

1. Place a rail that is longer than the render distance on where you first ride the minecart
2. Ride the minecart.
3. The chunks no longer generate, wait until your minecart approach the chunk that is generated before it stopped generating (without dismounting the minecart).

Expected behaviour

The chunk should load normally.
