For a SOI user, let's say a maintenance engineer after acquisition, is also stakeholder and operational performer?
Is operational performer inly viable for primary value-relations functions?
For example, a drone pilot is a performer AND stakeholder. Both relate to value-related functions.
But a maintenance engineer for a drone is only a stakeholder, not performer.
Or do they exchange roles based on operational context one is modeling?

An Operational Performer is an Actor in Operational Stories providing capabilities.
They are used to find Stakeholders.
Operational Performers can be structured further, e.g. a drone unit consisting of an ATV, several recoverable recon drones, a starting device, and a Control System.
This drone unit could move into an operating area, deploy drones and relay surveillance Data about forest fires to other operational peformers.
This Provides a surveillance Capability to the FFDS, assisting in fire fighting.
There will be also logistics, charging batteries, maybe field repair of drones and probably Depot repair oder drones, or they are sent to the manufacturer for repair.
All this conceptual work on performers
results in an OpsCon. (See ISO 29148)
From that Point, Stakeholders to the system can be identified.
(Assuming the SOI consists of the starting device, the drones and the remote Control)
Stakeholders are the operating Organisation, the operating Crew, the maintainance Organisation,..
The Stakeholders are derived from the Performers. In some cases they represent the same real world entity, sometimes they don't.
For the Stakeholders then Stakeholder requirements are derived from the Performers, Stories and operational processes.
Later in the development :
Actors in system use cases will be the drone Pilot, the Crew setting Up the Starter, and starting the drone. Also people finding a lost drone, and passing the Info to the authorities responsible for the drone and getting a Bounty.
Also, the people repairing a drone.
