Imported layout may have invalid state, but still restricts movement

Describe the bug
If a layout is imported from a different machine that has different density/resolution, some widgets may appear off the screen.
Due to a restriction in placing widgets with any part off the screen, it can be impossible to move, and worse, resize them to shrink and be able to drag back into the valid area.

Expected behavior
You should be able to resize widgets at any point, regardless if they're offscreen, so that you can make them small enough to drag back on screen
