Task: Stuff Migration - Engineering

List of stuff that must be moved from Goobstation to Reforged that touch engineering department:

• RPD
• TG Gases
• Supermatter Engine (Supermatter #17)
• PTL (It's system must be refactored, optimized and improved since PTL was merged in raw state)
• Handheld Power Monitoring Console (Add HandheldPowerMonitoringConsole #95)
• Hammer and Nails gun
• RCD access restrictions
• ChargeHolosignProjector/Limitedcharges holofan rather than lifespan/powercell-based
• Firefighter door remote

List can be expanded since i do not remember all mechanics that Goob have.

PTL should be completely reworked so it's a modular machine with a similar size to Particle Accelerator
Also TG gases should be more interesting and useful, so they are worth spending ~20% more performance on Atmos than usual

About Supermatter - i think we shouldn't add without huge design rework. Right now, Supermatter is strange abomination of singularity, tesla and TEG. It's often end rounds because it's does not have newbie-safe mechanics and it was rarely used since singularity and tesla often more effective and easier to maintain.

i have never seen SM actually end a round except maybe like once. the current implementation is hilariously easy to instantly heal all the way back to 100% integrity

i think it should replace TEG at least on some maps, it's way more interesting and has actual consequences

As I said before, current SM is just abomination and it's concept wasn't changed from SS13. I think it's better to improve interactions with tesla and singularity (to not make them afk-engines) and leave SM for the future if we'll get something like Laser Engineering.
