Deprecate and remove intent has no Enterprise bit

https://chromestatus.com/feature/5095987863486464 has no Enterprise approval bit. I'm not sure if that's general for deprecate and remove intents, or specific to this one.

Steps to reproduce the behavior:

1. Go to https://chromestatus.com/feature/5095987863486464
2. Scroll down to the approval bits.
3. See that "Enterprise" is not there.

Expected behavior
I'd expect an Enterprise bit to have their approval for removals that can impact Enterprise customers.
