Bump got and update-notifier in /packages/workbox-cli

Removes [got](https://github.com/sindresorhus/got). It's no longer used after updating ancestor dependency [update-notifier](https://github.com/yeoman/update-notifier). These dependencies need to be updated together.


Removes `got`

Updates `update-notifier` from 4.1.3 to 7.3.1
