Terraform commands

In the top-levle README.md, the Review and apply the Terraform configuration step currently points to a doc section that shows the plan and apply commands. But users would also need to run init. So instead of the link, I suggest simply listing the 3 commands within the README.

Also, I suggest adding the destroy command as an optional cleanup step at the end, to help users avoid billing for resources that they no longer need.
