Describe the feature or resource

Problem you have encountered: Unable to define an Organizational policy containing multiple rules with conditions on resources using config connector.
What you expected to happen: Config Connector and ResourceManagerPolicy should support adding multiple rules to an Org policy.
How this might work: Organization Policy API has the "rules" element as an object and this option can be leveraged to add multiple items.
