dvt_large_decimals test is invalid for Db2 and needs to be customized

In DB2, the maximum precision for a DECIMAL (or NUMERIC) data type is 31 digits. This renders the existing dvt_large_decimals table incompatible with the version used for other systems.

We can at least populate and test the decimal(18) columns.
