Add ability to set the merge commit message when doing automerge

For example, a comment could be:

@dpebot merge when travis passes

```
Update bigquery samples

* Add support for loading tables from local files.
* Add tests.
```

Then dpebot would automatically use whatever is in the code fences as the commit message.
