[Stepper] current stepper not mobile responsive

Proposal

the stepper is not responsive on mobile, can i suggest that on mobile viewport, the stepper hides the label.

Motivation and context

the stepper, especially the horizontal one may be a little challenging for product teams to think of what the best way to design this. hiding the label could be a way to preserve the existing design without a major change.
