I've been experiencing unexpected bw drop in your test on AMD GPUs for a while now, like on the first screenshot, but I only recently discovered something that brought the bw back to normal. On the 2nd screenshot I ran memtest while playing the music in the background. A similar effect can be achieved by moving the mouse pointer during the test. I can reproduce this both on Win10 and Win11, and also on Linux (Ubuntu 24.04 KDE).
Something to do with the system timer (PCM packets, mouse pointer draw events)? Or something that prevents some gpu IP from staying in D0 throughout the test?
Anyway, I'm curious is there something that can be fixed on your side?
On a side note, the Windows I use has Defender, Updater and related scheduled tasks disabled, also MS telemetry turned off, background UWP apps disabled.

upd: I've been observing this behavior since forever, at least in my memory it happened on both platforms, AM4 and AM5, with a 6800XT and now a 9070XT.
