It would be better to only send a single email to an added alert email for confirmation prior to sending automated alerts. This would help avoid users configuring the wrong email without noticing along with similar issues.
Existing alert emails can be grandfathered in to avoid breaking existing setups. However, we could send out a confirmation email to each of them in an attempt to get as many as possible verified.
