Update check fails during app optimization

Issue statement

After booting into a freshly installed update, the system attempts to check for more updates. If there's one available, the process fails, likely because app optimization is still in progress. This causes an unnecessary error message.

Proposed solution

Delay the update check until the app optimization has finished.
