Defining a process for acting as a moderator

I suspect the first few months of having the policy radar will need some moderator input as we deal with the data, and in some cases, tweak submissions so they show up on the radar site in a more readable way.

I imagined this might be a fairly informal process to allow GSF members to express interest in helping moderate, before being granted limited access to be able to manipulate the structued data in the middle.

I've been able to use this to populate this with a start set of upcoming policies and laws in geographies relevant to a few members.

We're working out one change to reflect some of the changes now a submission can have multiple supporting docs
