ReadTheDocs auth migration #163

ReadTheDocs have announced that they are migrating from their legacy GitHub OAuth2 application to a modern GitHub App. Instructions and documentation is behind a login here and you have to go through the process to see all the details. Anyway, we should probably do this migration as part of figuring out who owns what cats accounts wise.
