Deploy the `keycloak` branch to a separate dev env so we can connect to this version of api

The branch: https://github.com/Greenstand/treetracker-admin-api/tree/keycloak is a new version of the API, we need a dedicated dev env for this branch.

For the front end, the new version will connect to this version of api.
