[Request] Add Per-user Options for Download & Mod Queue Bypass Perms

There used to be options to disable download perms per-user which is no longer available and I think it'd be a good idea to add an additional option to revoke mod queue bypass from certain users which should be able to upload but not necessarily bypass moderation queue.

i've asked same question and the developer said it's not possible. unit3d is working with multiple systems each works under the other and download permission effects subsystems so can't change via user profile edit page.

All I'm hearing is this needs to be an issue under the announcer as well.

There used to be options to disable download perms per-user

These options never worked since the system cron jobs updated these permissions automatically based on various conditions. Changing them manually resulted in them being automatically reset the next time the cron was run. The options were removed to prevent unwelcome surprises from staff who thought they were overrides.

We aren't accepting anymore "just add one more perm" options, but rather this would be a request for the long-awaited RBAC feature, to modularize the permissions.

Also, keep in mind that the can_download column in the database is currently used for multiple things, all of which would need to be separated out into multiple permissions: #4481 (comment)
