[Request] duplicate application validation semi-issue

When a user fills out the application. I sometimes hit approve... but it rejects because they already have an account they created and probably forgot about. wastes time as i have to then write them an email letting them know they already have an account.

It would be nice to have some kind of validation based on email when they submit an application that simply checks and sends them an email notification that they already have an account and that they probably need a password reset if they forgot their password. and have it automatically remove rom the application queue. This would be helpful for the user, and save time for admins.

This is a security vulnerability if this was allowed as it would allow any non-user to check to see if an email was used in an application
