Check travel times between all OD pairs during base demand assignment

Currently, we only check whether zones can be accessed with all modes from their connectors. This is not sufficient, as modes may be missing from links further downstream, making connections impossible. This could be checked by validating that travel times between all OD pairs are less than infinity.
