Improve tag UI for entity creation #48
Description
Currently the Tag input fields require users to list tags as a comma-separated string. This is a bit clunky and would benefit from a more modern approach.
A good blueprint to follow is the "Associated Organizations" field in the Create New User form. Adding a search field to this would allow users to filter down existing tags and select/delete them in any order.
