docs: add Azure Portal deep-link for manual recording upload
Direct, tenant-scoped Storage browser link to the student-submissions container for students who upload by hand instead of via the az CLI. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
