chore: pin week11-streamlit to Python 3.12 (parity with reference repo)

Without a .python-version, uv sync grabs the student's default interpreter; on Python 3.13/3.14 psycopg2-binary 2.9.9 has no wheels and the build fails. Pin 3.12 to match nyc-taxi-streamlit-reference. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
