SPV3 Inititation (Resume variables) may sometimes not write to initc.txt

Symptom: Main menu complains the game wasn't launched by the loader (either HXE.exe or SPV3.exe) despite this being the case. The resume variables for campaign level and difficulty will not be present in initc.txt.

Is this a write-race issue? Or maybe an exception is being swallowed somewhere...

It's the same issue our Chimera may experience at times: virtualization. When code compiled for WinXP attempts to access a path it could access on WinXP, but not on later releases of Windows, then virtualization silently redirects it to the user's "VirtualStore" directory.
