Integrate ability to generate report for ratings (given a spreadsheet output a spreadsheet with ratings)

We want to be able to generate a report consisting of users' CFC ratings, FIDE ratings, and applicable USCF ratings so that they don't have to manually source the ratings for every tournament.

Completed for CFC ratings https://cfc.chesstools.org/. Will continue to work on one for USCF, FIDE. Would be cool if we could do the search for the user's FIDE rating.
