Expected Behavior

When delegating votes to a new account, after a proposal has been sponsored (after snapshot). The new account should not be able to vote (button should be disabled). This is also true if tokens have been transferred, in the case of transferable tokens.

There is also a situation where the new account already had delegation or shares, and should be able to vote (but only partially)

Actual Behavior

per ELI5DAO discord

I voted on a proposal, then I delegated my voting power to another address.
When I connected with the new address, the proposal options to vote were lit up again (even though my voting power had already been used prior to delegation). When trying to vote a second time, I got a json error.

Steps to Reproduce

  1. vote on proposal from account A
  2. Account A delegates votes to account B (no previous shares or delegation)
  3. Account B now has the option to vote (voting button is enabled
