[Feature Request] Have option to disable COSMIC setup/welcome app

It would be nice to have an option to disable the COSMIC setup window from popping up upon starting the system for the first time.

This would be nice for when I'm testing out some massive changes to my repo and deploying a fresh configuration to a virtual machine or when I'm reinstalling my configuration on my device. I often do enough of these that it gets a little frustrating to close out of the window each time. And I think the window shows up again on each login session if you don't actually complete the setup.

I just figured it would be easy to implement as well.

I think this is kinda out of scope of cosmic-manager, because it just requires you to create a file, which you can easily do with home-manager

Alright sounds good. I just thought I mentioned it for the sake of completeness, so that cosmic-manager could manage everything COSMIC-related, but I'm fine with including that code manually in my config.
