Problem
At 100+ columns an active Codewhale session needs the compact five-group Tideline rail from the approved product direction, without pretending queued work is running, hiding live shells, or exposing inert controls.
Scope
- Render RUNS, WHALES, POD, WORK, and CONTEXT beside an active session at 16 columns from 100–119 and 22 columns from 120+.
- Project queued versus running work as typed state at the boundary; include live shell jobs in the active-session projection.
- Keep historic workflow output from presenting as current activity.
- Localize user-visible labels and counted statuses across all shipped complete locales.
- Keep this summary rail passive until its destinations have real keyboard and pointer behavior.
Acceptance
- RUNS and WORK never contradict each other for a foreground turn.
- A live shell cannot yield an idle rail.
- An empty legacy side work surface does not suppress the compact Tideline rail.
- No fake help/collapse controls or hitboxes appear in the passive summary.
- Terminal-frame and exact-head CI evidence remain separate from source tests.
