Request MediaExcerptInfo does not correct capitalization of quotation

This is a problem on Firefox because the text fragment extension captures the text all lower case (GoogleChromeLabs/link-to-text-fragment#94).

E.g.: https://apnews.com/article/election-2020-b9b3c7ef398d00d5dfee9170d66cefec#:~:text=%E2%80%9Cat%20the%20time%2C%20i%20believed%20the%20information%20i%20was%20providing%20in%20the%20email%20was%20accurate%2C%20but%20i%20am%20agreeing%20that%20the%20information%20i%20inserted%20into%20the%20email%20was%20not%20originally%20there%20and%20i%20inserted%20that%20information%2C%E2%80%9D%20clinesmith%20said.
